HARYANA SIGNS MOUs FOR SIX SOLAR PHOTOVOLTAIC POWER PROJECTS
Chandigarh, the 24th September,2008………Haryana today took a big step towards harnessing renewable energy with signing of Memorandums of Understanding between Haryana Renewable Energy Development Agency(HAREDA) and six Independent Power Producers (IPPs) to generate 12 MW power from Solar Energy in the presence of Chief Minister Sh. Bhupinder Singh Hooda. With this, Haryana has become the fourth State in the country to go for solar power generation. Speaking on the occasion, Sh.Hooda called upon the IPPs to commission the systems at the earliest and assured all help from the State Government. On this occasion, Sh.Mange Ram Gupta, Education & Transport Minister, Smt Krishna Pandit, Chief Parliamentary Secretary, Sh. Dharam Vir, Chief Secretary, Sh.M.L.Tayal, PSCM and Sh. Ashok Lavasa, Principal Secretary, Power & Renewable Energy, Haryana were also present besides many other dignitaries.
Mr. Carmine D’Aloisio Minister-Counselor for Commercial Affairs at the American Embassy in India who was also present on the occasion as a part of the delegation of a US based company said that this MOU will open new vistas for collaboration between provincial governments and American companies in the areas of mutual interest. Speaking on behalf of the IPPs, Sh.Umesh Anand, General Manager,M/s Estonfield Renewable Resources Pvt. Ltd., Kolkatta assured that they will strive hard to commission these projects at the earliest.
On behalf of HAREDA, Smt. Sumita Misra, Director, HAREDA signed the MoUs while Sh.Raj Kumar Yadav, CMD, M/s R.S.India Wind Energy Pvt. Ltd., New Delhi and Sh.Umesh Anand, General Manager,M/s Estonfield Renewable Resources Pvt. Ltd., Kolkatta signed the MOUs for setting up solar power projects of 3 MW capacity each, Sh.V.Sundaram, Country Manager, M/s Epuron Renewable Energy Pvt. Ltd., New Delhi and Sh.Inderpreet Wadhava, Managing Director, M/s Azure Power India, New Delhi ( an Indian subsidiary of US based company) signed the MOUs for setting up solar power projects of 2 MW capacity each. Sh.K.K.Sharma, Vice President, M/s Omax Auto Ltd., Gurgaon and Sh. Vikas Goyal of M/s Selecto Systems Pvt. Ltd., Faridabad signed the MoUs for setting up solar power projects of 1 MW capacity each. The one megawatt projects have been approved as a special case as these projects being the rooftop projects do not require any purchase of land, can be commissioned in shorter span of time and can be showcased for replication in other industries. These projects shall be set up by these power developers before December, 2009 with a total investment of approximately Rs. 240.00 crores.
Interacting with mediapersons, Sh Ashok Lavasa, Principal Secretary, Renewable Energy Department, Haryana said that to offset the financial constraints in power generation from solar energy, the Ministry of New & Renewable Energy, Govt of India had launched a tariff subsidy scheme in January, 2008. The cost of power generation from Solar power plants is about Rs.16/- per unit. Under the scheme, the Ministry will provide Rs.12/- per unit as tariff subsidy. HAREDA had invited proposals from IPPs for setting up solar power projects in the State under the Ministry of New & Renewable Energy, Govt of India tariff subsidy scheme. HAREDA had received tremendous response from the private developers to set up solar power projects in the State. The power produced from these projects will be fed to the State Grid for which the Haryana Electricity Regulatory Commission has already issued the tariff order. This power shall be purchased by the State Utilities @ Rs. 15.96 per unit, out of which Rs. 12/- per unit shall be provided by the Ministry of New & Renewable Energy, Govt. of India as generation based incentives under its Grid Interactive Solar PV Generation Programme.
